Adoption and Foster Care System Improvement Committee
Purpose:
To: (1) develop a foster parents and adoptive parents bill of rights that outlines what parents may reasonably expect from the State and what parents can do if their rights are violated; (2) review the processes within the foster care and adoption system that delay or impede adoptions of children in State care and make recommendations to solve these problems; (3) research adoptive home approval and certification processes in other states; and (4) develop an implementation plan for an administrative adoptive home certification pilot project to replace court certification prescribed pursuant to A.R.S. 8-105 (H) for pilot project participants for the duration of the pilot project. The Committee shall submit a written report of its findings and recommendations to the Governor, the President of the Senate and the Speaker of the House of Representatives on or before November 15 of each year. The report shall also include the implementation plan for the administrative adoptive home certification pilot project. The Committee shall submit copies of its reports to the Secretary of State and the Director of the Arizona Department of Library, Archives and Public Records.
