Director Robert Halliday was born and raised in Flagstaff, Arizona.  His law enforcement career began with the Flagstaff Police Department in 1971 where he served until joining the ranks of the Arizona Department of Public Safety in 1973.  Director Halliday honorably served with DPS for over 35 years before retiring from regular service in 2008.  He rejoined the agency in early 2010 when Arizona Governor Jan Brewer appointed him as the DPS Director. 

During his career with DPS he touched nearly every facet of the organization beginning as a remote duty officer stationed in Black Canyon City to Assistant Director of the Criminal Investigations Bureau.

His service with the Department included assignments in the Highway Patrol, the Narcotics Bureau and the Intelligence Bureau.  As a command level officer Director Halliday served as a Highway Patrol District Commander both in Rural and Urban Arizona, Internal Affairs, Criminal Investigations; both General Investigations and Narcotics, Professional Standards, and Police Officer Standards and Training.

Director Halliday also served as the Commander of the Arizona Counter Terrorism Information Center that is a nationally recognized model in the development of the “fusion center” counter terrorism concept.
Director Halliday has served as an elected member of the Department of Public Safety Retirement Board, on the Arizona Homeland Defense Regional Advisory Council both Northern and Central Regions, and performed duties as the Field Force Commander during Super Bowl XXX and as Operations Commander during the 2001 World Series.

Director Halliday served in the United States Army as an infantry soldier with the 101st Airborne Division for two years beginning in 1967 in South Vietnam, and in the United States Army Reserve for four years beginning in 1969.
Director Halliday holds a Bachelor of Science degree in Political Science from Arizona State University.
