Overview

Appropriates unspecified amounts from the state General Fund (GF) in FY 2027 to the Arizona Department of Emergency and Military Affairs for several outlined purposes.

History

The Arizona Department of Emergency and Military Affairs (DEMA) is responsible for administering Arizona’s emergency management functions and overseeing the Arizona National Guard, including the training, readiness and support of service members. DEMA operates and maintains National Guard training centers statewide where reserve service members conduct regularly scheduled drills and training activities (A.R.S. § 26-101 et. seq).

Provisions

1.   Appropriates four separate unspecified amounts from the state GF in FY 2027 to DEMA to:

a.   provide wireless networking technology for reserve service members and units at DEMA training centers;

b.   establish a program to reimburse service members who are not assigned government computers and must use personal computers for DEMA purposes;

c. establish a lodging-in-kind program for service members who attend drills, other than field exercises, at training centers that are at least 50 miles from the service member’s home and that do not provide barracks facilities; and

d.   upgrade deficient HVAC units and perform ongoing maintenance at training centers. (Sec. 1)

2.   Exempts the appropriations from lapsing. (Sec. 1)

3.   States the Legislature intends that the appropriation for wireless networking technology be considered ongoing funding in future years. (Sec. 1)

4.   Cites this legislation as the Arizona National Guard Service Member Morale and Readiness Act. (Sec. 2)
