HB 2304: appropriations; transportation projects

Overview
Appropriates $473,488,400 from the state General Fund (GF) in FY 2027 to the Arizona Department of Transportation (ADOT) for distribution to various entities for specified highway projects.
History
Laws 1973, Chapter 146 established ADOT to provide for an integrated and balanced state transportation system with a director responsible for the Department's administration (A.R.S. § 28-331). ADOT has exclusive control and jurisdiction over state highways, state routes, state-owned airports and all state-owned transportation systems or modes.
The duties of ADOT are as follows: 1) register motor vehicles and aircraft, license drivers, collect revenues, enforce motor vehicle and aviation statutes and perform related functions; 2) do multimodal state transportation planning, cooperate and coordinate transportation planning with local governments and establish an annually updated priority program of capital improvements for all transportation modes; 3) design and construct transportation facilities in accordance with a priority plan and maintain and operate state highways, state owned airports and state public transportation systems; 4) investigate new transportation systems and cooperate with and advise local governments concerning the development and operation of public transit systems; 5) have administrative jurisdiction of transportation safety programs and implement them following applicable law; and 6) operate a state motor vehicle fleet for all motor vehicles that are owned, leased or rented by this state (A.R.S. § 28-332).
Provisions
Highway Projects for Cities and Towns
1. Appropriates amounts from the GF in FY 2027 to ADOT for distribution to cities and towns for highway projects as follows:
a. to Bullhead City:
i. $1,543,700 for Baseline Road reconstruction project;
ii. $9,000,000 for State Route 95 right-hand turn lane;
b. $1,000,000 to the town of Kearny for Senator Chastain Road improvements;
c. $2,615,800 to the town of Star Valley for town street improvements and town park parking lot paving;
d. to Globe:
i. $4,000,000 for Pinal Creek bridge replacement;
ii. $3,500,000 for Yuma Street bridge replacement;
e. $2,800,000 to the town of Miami for town street bridge improvements;
f. to the town of Superior:
i. $1,674,600 for Panther Drive improvements;
ii. $1,636,000 for Sunset Drive improvements;
g. $2,583,500 to the town of Winkelman for Golf Course Road and Quarelli Street paving ad improvements;
h. to Prescott:
i. $4,500,000 for construction of and improvements to on-ramps at the interchange of State Route 89A and State Route 89;
ii. $4,908,800 for State Route 89 improvements between Phippen Trail roundabout and Willow Lake Road roundabout;
i. to the town of Chino Valley:
i. $400,000 for the development of the design concept report for State Route 89 widening project between Road 5 North and Road 3 North;
ii. $38,100,000 for State Route 89 widening project between Road 5 North and Road 3 North;
j. to Lake Havasu City:
i. $250,000 for city intersection improvement study;
ii. $5,600,000 for Kiowa Boulevard improvements between Anacapa Drive and Canyon Cove Drive;
iii. $1,880,000 for State Route 95 Multi-Use Trail improvements;
iv. $9,338,800 for pavement preservation projects;
k. $11,150,000 to Apache Junction for Meridian Road widening and improvements between State Route 24 and Ray Road;
l. to the town of Florence:
i. $2,000,000 for design concept review of proposed improvements to Hunt Highway between Felix Road and State Route 79;
ii. $5,837,300 for Hunt Highway and Attaway Road intersection improvements;
m. $17,007,300 to Maricopa for Sonoran Desert Parkway design between Porter Road and Interstate 10;
n. $2,729,700 to the town of Queen Creek for Ironwood Road widening and improvements between Era Mae Boulevard and 1,250 feet south of Ocotillo Road;
o. to Flagstaff:
i. $18,649,600 for West Route 66 improvements;
ii. $8,000,000 for U.S. Route 180 Corridor improvements;
p. $8,025,600 to Sedona for State Route 89A, Forest Road and Ranger Road construction and improvement projects;
q. to the town of Eagar:
i. $524,300 for electric vehicle charging station development and construction on North Main Street;
ii. $3,150,000 for South Main Street improvements between Stat Route 260 and West School Bus Road;
r. $8,256,600 to the town of Clarkdale for Luke Lane paving and Broadway Street pedestrian safety improvement projects;
s. $4,259,100 to Williams for Rodeo Road improvements and pedestrian trail connector projects;
t. $7,700,000 to the town of Camp Verde for Montezuma Castle Highway widening and multimodal improvements;
u. $8,660,000 to Page for North Lake Powell Boulevard roadway and utility improvements between Vista Avenue and South Navajo Drive;
v. $6,500,000 to Show Low for East Woolford Road extension and construction between State Route 260 and South Penrod Road;
w. $2,096,000 to Winslow for Lindbergh Parkway construction and improvements between Interstate 40 and State route 87;
x. $8,270,000 to Sierra Vista for Buffalo Soldier Trail reconstruction and improvements;
y. to the town of Huachuca City:
i. $700,400 for School Drive improvements;
ii. $1,800,000 for Gila Street improvements;
z. to Douglas;
i. $1,250,000 for State Route 80 and Washington Avenue intersection turn lane requirements;
ii. $7,077,500 for downtown revitalization streetscape project;
aa. $1,850,700 to the town of Duncan for improvements between U.S. Route 70 and Stadium Street;
bb. $6,532,700 to Nogales for Western Avenue and Target Range Road pavement rehabilitation;
cc. $8,824,800 to Casa Grande for freight corridor improvements at the Trekell Road and Jimmie Kerr Boulevard intersection;
dd. $16,570,000 to Coolidge for Proctor and Gamble Roadway improvements;
ee. $8,285,000 to Eloy for Houser Road improvements between the Inland Port of Arizona and Interstate 10;
ff. $1,008,000 to the town of Colorado City for Mohave Avenue and Redwood Street reconstruction and improvements;
gg. $7,384,300 to Kingman for Flying Fortress Parkway design and construction between Berry Road and Kingman Industrial Park;
hh. $1,652,800 to Somerton for Main Street improvements at and in the vicinity of the Somerton Avenue intersection; and
ii. to Yuma:
i. $6,000,000 for 40th Street and State Route 195 intersection improvements; and
ii. $3,000,000 for traffic signal upgrades. (Sec. 1)
Highway Projects for Counties
2. Appropriates amounts from the GF in FY 2027 to ADOT for distribution to counties for highway projects as follows:
a. to Pinal County:
i. $1,084,400 for Calle Futura and Neal Street paving and improvements;
ii. $2,590,000 for McNab Parkway paving and improvements;
iii. $41,384,400 for State Route 24 extension construction between Ironwood Road and proposed North-South freeway corridor;
b. $1,433,500 to Yavapai County for Beaver Creek Road paving project development between Montezuma Well and Ranger Road;
c. to Apache County:
i. $665,500 for the rural school bus route enhancement and soil stabilization project;
ii. $7,390,400 for Concho-Snowflake Highway pavement rehabilitation between U.S. 180A and mile post 7.5;
d. to Cochise County:
i. $11,400,000 for Moson Road improvements between State Route 90 and Hereford Road;
ii. $7,083,400 for Davis Road improvements between Central Highway and U.S. Route 191;
iii. $5,617,000 for culvert construction and improvements at mile posts 5 and 13;
e. to Graham County:
i. $2,390,500 for 8th Street improvements between Arena Way and 1st Avenue;
ii. $3,730,000 for Reay Lane improvements between U.S. Route 70 and Safford Bryce Road;
f. $1,103,300 to Santa Cruz County for roundabout construction and improvements at the West Frontage Road and Camino Ramanote intersection;
g. $11,364,000 to La Paz County for Vicksburg Road improvements between Interstate 10 and State Route 72;
h. to Mohave County:
i. $1,575,000 for Bank Street improvements between Grace Neal Parkway and Calle Castano Road;
ii. $9,000,000 for Rancho Sante Fe Parkway lane additions and improvements between the southerly city of Kingman city limits and Hualapai Mountain Road; and
i. $8,340,000 to Yuma County for U.S. Route 95 improvements between County 17th Street and Avenue D. (Sec. 1)
Transportation Infrastructure Projects for Tribal Lands
3. Appropriates amounts from the GF in FY 2025 to ADOT for distribution to tribes for highway projects as follows:
a. the San Carlos Apache Tribe:
i. $54,800 for BIA Route 170 sidewalk improvements;
ii. $2,963,800 for Peridot Siding Road pavement rehabilitation between BIA Route 170 and U.S. Route 70;
b. $3,063,500 to Gila River Indian Community for Koli Road improvements;
c. $1,817,000 to the Navajo Nation for N9205 low water crossing project at Pueblo Colorado wash; and
d. $17,719,000 to the Hopi Tribe for Kachina Point Road reconstruction and improvements between State Route 99 and State Route 264. (Sec. 1)
Miscellaneous Highway Projects
4. Appropriates amounts from the GF in FY 2025 to ADOT for distribution to highway projects as follows:
a. $2,880,000 to Northern Arizona Council of Governments for rural school bus routes study; and
b. $38,756,000 for Gila River bridge replacement and expansion on U.S. Route 95. (Sec. 1)
