SUBJECT: Strike everything amendment to H.B. 2557, relating to appropriation; State Route 347
Purpose
Appropriates $12,300,000 in FY 2026 and $29,100,000 in FY 2027 from the state General Fund (state GF) to the Arizona Department of Transportation (ADOT) for the right of way acquisition, utility relocation and natural resource recovery to construct an overpass at Riggs Road and State Route 347.
Background
The FY 2021
Capital Outlay Budget Reconciliation Bill (BRB) appropriated $25,000,000 from
the state GF to ADOT to construct an overpass at Riggs Road and State Route 347
(Laws 2021, Ch.
406). The FY 2022 Capital Outlay BRB appropriated a total of $11,375,000
from the State Highway Fund to ADOT for the Riggs Road and State Route 347
project (Laws
2022, Ch. 309). The FY 2023 Capital Outlay BRB increased the FY 2022
appropriation for the project to $24,000,000 from the State Highway Fund (Laws 2023, Ch. 135).
The FY 2025 Capital Outlay BRB removed the State Highway Fund as a funding
source for the appropriation and increased the total appropriation from the
state GF to $49,000,000 (Laws 2024, Ch. 211).
The strike everything amendment to H.B. 2557 appropriates $12,300,000 in FY 2026 and $29,100,000 in FY 2027 from the state GF to ADOT.
Provisions
1. Appropriates $12,300,000 from the state GF in FY 2026 to ADOT for the right-of-way acquisition, utility relocation and the natural resource recovery to construct an overpass at Riggs Road and State Route 347.
2. Appropriates $29,100,000 from the state GF in FY 2027 to ADOT to construct an overpass at Riggs Road and State Route 347.
3. Requires the FY 2028 advanced appropriation of $49,000,000 from the state GF to ADOT for the construction of an overpass at Riggs Road and State Route 347 to be allotted and available to ADOT in the first quarter of FY 2028.
4. Makes technical and conforming changes.
5. Becomes effective on the general effective date.
