Purpose

Appropriates $360,000,000 from the state General Fund (state GF) in FY 2024 to the Arizona Department of Transportation (ADOT) to widen the Interstate 10 (I-10) between Chandler and Casa Grande, as prescribed.

Background

ADOT is responsible for the design and construction of state public transportation systems and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332). ADOT may contract and do all things necessary to secure the full benefits available to Arizona for transportation purposes under federal law. ADOT may cooperate with: 1) federal, state and local government agencies; 2) Indian tribes; 3) private and public organizations; and 4) private individuals. ADOT may exchange federal monies with local governments in order to receive local monies and may include additional federal monies in the exchange to offset the matching costs required of local governments (A.R.S. § 28-334).

The I-10 connects Pinal County to the Phoenix Metropolitan Area. The length of the I-10 between Chandler and Casa Grande, known as the Wild Horse Pass Corridor, is approximately 26 miles (ADOT).

S.B. 1065 appropriates $360,000,000 from the state GF in FY 2024 to ADOT to widen the I-10 between Chandler and Casa Grande.

Provisions

1.   Appropriates $360,000,000 from the state GF in FY 2024 to ADOT to widen the I-10 between Chandler and Casa Grande.

2.   Requires ADOT to use the monies for construction-related activities, including drawing down federal matching monies to pay for the project.

3.   Prohibits ADOT from accepting federal monies if the acceptance of federal monies is conditioned on the design and construction of a bicycle path or pedestrian walkway as a component of the project.

4.   Exempts the appropriation from lapsing.

5.   Becomes effective on the general effective date.

Amendments Adopted by the Appropriations Committee
