FACT SHEET FOR S.B. 1790

 

appropriation; behavioral health residential facility

Purpose

            Appropriates $10,200,000 from the state General Fund (state GF) in FY 2022 to the Arizona Health Care Cost Containment System (AHCCCS) to construct a behavioral health residential facility on the Arizona State Hospital (ASH) campus.

Background

            ASH provides inpatient care and treatment to individuals with mental disorders, personality disorders or other emotional conditions. ASH is required to have adequate facilities and equipment for enlightened and scientific treatment of nervous and mental diseases in accordance with approved methods of mental therapeutics. ASH facilities must include: 1) facilities for medical and psychiatric treatment with special attention to occupational therapy and other special therapies; 2) facilities for proper segregation and care of child patients; 3) facilities for recreation and physical training; 4) an institutional library for the use of patients; 5) a properly equipped dental department; 6) a properly equipped laboratory and x-ray department; and 7) a patient tracking system that monitors individual progress on an inpatient basis and ensures suitable aftercare placement (A.R.S. § 36-202).

            The Superintendent of ASH (Superintendent) must equip, staff and supervise the operation of an area consisting of one or more separate buildings on the ASH campus designated as a maximum security area. The Superintendent must designate which patients will be confined within a maximum security area, which must be equipped, staffed and maintained in order to provide treatment and necessary supervision to prevent the patients from leaving the area without authorization (A.R.S. § 36-212).

            ASH is located in Phoenix, Arizona, on a 93-acre campus at 24th Street and Van Buren. ASH provides long-term inpatient psychiatric care to Arizonans with mental illnesses who are under court order for treatment. ASH operates programs within a 260-bed facility (ASH).

            S.B. 1790 appropriates $10,200,000 from the state GF in FY 2022 to AHCCCS.

Provisions

1.   Appropriates $10,200,000 from the state GF in FY 2022 to AHCCCS to construct a behavioral health residential facility that contains both secure and unsecure housing units on the ASH campus.

2.   Becomes effective on the general effective date.
