ARIZONA STATE SENATE

appropriations; Interstate 10; street replacement
Purpose
Appropriates $10,000,000 from the state General Fund (state GF) in FY 2021 to the Arizona Department of Transportation (ADOT) to widen the U.S. Interstate 10. Appropriates $3,500,000 from the state GF to ADOT in FY 2021 to replace three roads in the City of Willcox.
Background
ADOT
is responsible for the design and construction of state public transportation
systems and the maintenance and operation of state highways in Arizona (A.R.S.
§ 28-332). ADOT is permitted to contract and do all things necessary to
secure the full benefits available to Arizona for transportation purposes under
federal law and, in doing so, ADOT is permitted to cooperate with: 1) federal,
state and local government agencies; 2) Indian tribes; 3) private and public
organizations; and 4) private individuals. ADOT is also permitted to exchange
federal monies with local governments in order to receive local monies and is
allowed to include additional federal monies in the exchange to offset the
matching costs required of local governments (A.R.S.
§ 28-334).
The distance from the interchange at U.S. Interstate 10 and U.S. Interstate 19 to State Route 83 is approximately 21 miles. Rex Allen Drive and Maley Street both bisect Haskell Avenue, which parallels U.S. Interstate 10 between mile markers 336 and 344 (ADOT).
S.B. 1668 appropriates $13,500,000 from the state GF to ADOT in FY 2021.
Provisions
1. Appropriates $10,000,000 from the state GF in FY 2021 to ADOT to widen U.S. Interstate 10 from two lanes to three lanes in each direction from the interchange at U.S. Interstate 10 and U.S. Interstate 19 to State Route 83.
2. Appropriates $3,500,000 from the state GF in FY 2021 to ADOT to replace Rex Allen Drive, Haskell Avenue and Maley Street in the City of Willcox.
3. Becomes effective on the general effective date.
