HB 2283: nondomiciled commercial driver licenses; permits

Overview

Expands the authority for the Arizona Department of Transportation (ADOT) to issue a nondomiciled commercial driver license or commercial instruction permit.

History

Pursuant to A.R.S. § 28-3224, ADOT is permitted to issue a nondomiciled commercial driver license to a resident of another jurisdiction if the U.S. secretary of transportation determines that the commercial motor vehicle testing and licensing standards in the other jurisdiction do not meet the testing standards established by federal law.

On receipt of a proper application, ADOT may issue a nondomiciled commercial license to an applicant who meets the requirements for a class A, B or C license. ADOT must mark the license as a nondomiciled commercial driver license or a nondomiciled CDL. A person applying for a nondomiciled commercial driver license is required to surrender any nondomiciled commercial driver license issued by another state as a condition of receiving a nondomiciled commercial driver license in Arizona.

a)    Is not domiciled in Arizona; and

b)    Provides a residence address outside of Arizona. (Sec. 1)

2.    Allows ADOT to issue a nondomiciled commercial instruction permit to a resident of another jurisdiction if commercial motor vehicle testing and licensing standards in the other jurisdiction do not meet the standards established by federal law. (Sec. 1)
