A CONCURRENT RESOLUTION
proposing an amendment to the constitution of arizona; amending article XIII, constitution of Arizona, by adding section 8; relating to charter cities.

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:
1. Article XIII, Constitution of Arizona, is proposed to be amended by adding section 8 as follows if approved by the voters and on proclamation of the Governor:
8. Civilian review board; prohibited training program requirement
section 8. A. A charter city may not prohibit a civilian law enforcement review board whose purpose is to review a law ENFORCEMENT officer's or law enforcement agency's conduct in the charter city.
B. A MUNICIPAL corporation or charter city may not require a civilian or resident of the city or town or charter city to complete a certified training program from any police academy or the Arizona peace officer standards and training board to serve on a board whose purpose is to review a law enforcement officer's or law enforcement agency's conduct in the city or town or charter city.
2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
