AMENDED

Purpose
Subject to voter approval, and applicable to terms of office beginning in 2043, constitutionally increases, from 60 members to 90 members, the membership of the House of Representatives (House). Requires each Senate district to consist of three geographically separate House districts and requires one House member to be elected from each of the 90 House districts.
Background
The Arizona Legislature is composed of 30 legislative districts. The Senate is composed of one member elected from each of the 30 legislative districts and the House is composed of two members elected from each of the 30 legislative districts. An Independent Redistricting Commission (IRC) must be established by February 28 of each year ending in a one to provide for the redistricting of congressional and state legislative districts. The IRC consists of five members, with no more than two from the same political party. The commencement of the mapping process begins with the creation of districts of equal population in a grid-like pattern, with adjustments made to accommodate specified constitutional goals. The IRC must advertise a draft map of congressional and legislative districts and allow for 30 days of public comment. After the completion of the public comment period, the IRC must establish final district boundaries and certify the creation of congressional and legislative districts with the Secretary of State (Ariz Const. art 4 pt. 4 § 1)
Provisions
1. Increases, for terms of office beginning in 2043, the membership of the House from 60 members to 90 members.
2. Replaces the 30 legislative districts with 30 Senate districts and 90 House districts.
3. Requires each Senate district to consist of three geographically separate House districts.
4. Requires one House member to be elected to the House from each of the 90 House districts.
5. Makes technical and conforming changes.
6. Requires the Secretary of State to submit the proposition to the voters at the next general election.
7. Becomes effective if approved by the voters and on proclamation of the Governor.
Amendments Adopted by Committee
