ARIZONA STATE SENATE

Fifty-Seventh Legislature, Second Regular Session

FACT SHEET FOR H.B. 2203

department of education; reporting requirements

Purpose

Requires the Arizona Department of Education (ADE) to review statutory reporting requirements on public schools and ADE to identify requirements that are duplicative, expired or otherwise obsolete. Requires ADE, by December 1, 2026, to submit a report as outlined that includes a summary of the review and recommendations for legislative action to repeal or modify duplicative, expired or obsolete requirements. Repeals the outlined requirements on ADE on July 1, 2029.

Background

The State Board of Education (SBE) exercises general supervision over and regulates the conduct of the public school system. Statute outlines the SBE's powers and duties, including requirements to: 1) supervise and control the certification of persons engaged in instructional work; 2) prepare, publish and distribute reports concerning the educational welfare of Arizona;
3) recommend to the Legislature changes or additions to the statutes pertaining to schools; and
4) aid in the enforcement of laws relating to schools (A.R.S. § 15-203).

ADE is administered through: 1) the SBE, which is the policy-determining body of ADE; and 2) the Superintendent of Public Instruction, in whom all executive, administrative and ministerial functions of ADE are vested and who is the executive officer responsible for the execution of policies of the SBE (A.R.S. § 15-231).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.
