SUBJECT:      Strike everything amendment to H.B. 2072, relating to Cesar Chavez day; repeal


 


Purpose

An emergency measure that repeals Dr. Cesar Estrada Chavez Day as a state holiday.

Background

Statute outlines 16 legal state holidays, including Memorial Day, Independence Day, Labor Day and Veterans Day. Public offices and courts are closed on legal holidays, except for certain authorized purposes. Statute also lists several other non-legal holidays, including Korean War Veterans' Day, Vietnam Veterans' Day and Prisoners of War Remembrance Day. Public offices and courts of justice cannot be open on a legal holiday, except for certain authorized judicial reasons (A.R.S. Title 1, Chapter 3, Article 1).

In 2000, the Legislature enacted Dr. Cesar Estrada Chavez Day to be observed, as a
non-legal holiday, each year on March 31 (Laws 2000; Ch 70; A.R.S. § 1-308).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Repeals Dr. Cesar Estrada Chavez Day as a state holiday.

2.   Becomes effective on signature of the Governor, if the emergency clause is enacted.
