FACT SHEET FOR s.b. 1390

 

appropriation; mass casualty incident preparedness

Purpose

Appropriates $700,000 from the Health Services Lottery Monies Fund in FY 2027 to the Department of Health Services (DHS) to distribute to an organization that focuses specifically on maintaining statewide mass casualty incident preparedness for health care with all sectors of the community.

Background

The federal Hospital Preparedness Program (HPP) within the Administration for Strategic Preparedness and Response provides leadership and funding through cooperative agreements to states, territories and eligible metropolitan areas to improve the capacity of the health care system to plan for and respond to large-scale emergencies and disasters (HPP).

The Health Servies Lottery Monies Fund is administered by DHS and consists of continuously appropriated monies transferred from the State Lottery Fund for teenage pregnancy prevention programs, the Health Start Program and the Federal Women, Infants and Children Food Program. DHS must annually report, to the Joint Legislative Budget Committee, all Health Services Lottery Monies Fund revenues, expenditures and ending balance (A.R.S. § 36-108.01).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Appropriates $700,000 from the Health Services Lottery Monies Fund in FY 2027 to DHS to distribute to a nonprofit organization in Arizona that:

a)   has received federal HPP monies in FY 2025 through DHS; and

b)   focuses specifically on maintaining statewide mass casualty incident preparedness for health care with all sectors of the community.

2.   Becomes effective on the general effective date.
