Arizona beef council; continuation
Purpose
Continues the Arizona Beef Council (Council) for eight years.
Background
Laws 1970, Chapter 87 established the Council to provide the cattle industry with authority to establish a self-financed program to help market, develop, maintain and expand the state, national and foreign markets for beef and beef products. The Council is comprised of nine members: 1) three producers of range cattle; 2) three cattle feeders; and 3) three dairymen. All members are appointed by the Governor to serve a three-year term without compensation but are entitled to reimbursement for subsistence and travel (A.R.S. § 3-1232).
The Council may: 1) conduct or contract for scientific research to discover and develop improved marketing methods for beef and beef products, including programs of consumer education and protection; 2) disseminate reliable information, founded upon research, showing uses or probable uses of beef and beef products; 3) enter into contracts to carry out the purpose of the Council, including contracts for promotion of beef and beef products and development of new markets through such promotion; 4) make grants to research agencies for the financing of special or emergency studies, or for purchase or acquisition of facilities necessary to carry out the purposes of the Council; and 5) carry out other statutorily prescribed powers (A.R.S. § 3-1233).
The Senate Natural Resources Committee of Reference (COR) held a public meeting on Tuesday, January 13, 2026, to review and consider the Council's responses to the statutorily outlined sunset review factors and receive public testimony. The COR recommended that the Council be continued for eight years until July 1, 2034. The Council terminates on July 1, 2026, unless continued by the Legislature (A.R.S. § 41-3026.03).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Continues, retroactive to July 1, 2026, the Council until July 1, 2034.
2. Repeals the Council on January 1, 2035.
3. Contains a statement of legislative intent.
4. Becomes effective on the general effective date, with a retroactive provision as noted.
