FACT SHEET FOR S.B. 1048

 

appropriation; juvenile services; Coconino county

Purpose

Appropriates $36,000,000 in FY 2027 from the state General Fund (state GF) to the Arizona Department of Administration (ADOA) for distribution to Coconino County for 80 percent of the total cost to construct a new juvenile court services facility and convert the existing facility into a detox, sobriety and crisis recovery center.

Background

Established in 1972, ADOA is charged with providing centralized administrative services for the State of Arizona. Duties of ADOA include: 1) administering health, life and other forms of insurance coverage for eligible individuals including state employees, retirees and their dependents; 2) providing state government IT services; and 3) establishing and providing risk management services. ADOA is also responsible for administering the State Personnel System, managing the statewide accounting system and serving as the state's central procurement authority. The ADOA Director, or an authorized representative, is the general accountant of the state and keeper of public account books, vouchers and other documentation relating to accounts and contracts of the state. ADOA is charged with the management of state buildings including
state-owned properties and public school district facilities. The management of state buildings consists of building maintenance, the allocation of space, operation, alteration, renovation and security of the statutorily prescribed list of state buildings (A.R.S. Title 41, Chapter 4).

            S.B. 1048 appropriates $36,000,000 in FY 2027 from the state GF to ADOA.

Provisions

1.   Appropriates $36,000,000 from the state GF in FY 2027 to ADOA for distribution to Coconino County for 80 percent of the total cost of:

a)   constructing and purchasing equipment for a new juvenile court services facility; and

b)   converting the existing juvenile detention center into a detox, sobriety and crisis recovery center.

2.   Becomes effective on the general effective date.
