ARIZONA STATE SENATE

high school students; AED training
Purpose
Expands the emergency training response instruction requirements for public high school pupils to include training in the use of automated external defibrillators (AEDs).
Background
Statute requires school districts and charter schools to provide pupils with at least one training session in cardiopulmonary resuscitation (CPR) during high school. The CPR training must: 1) be based on the most current national-based emergency guidelines for CPR; 2) be taught through the use of psychomotor skills in an age-appropriate manner; and 3) include the use of hands-on practicing of CPR. Any training that results in certification must be provided by a certified CPR trainer, but a certified CPR trainer is not required if the instruction does not result in certification. Statute exempts pupils from the CPR training requirements: 1) at the request of a parent; or 2) if the pupil provides written documentation that that pupil has previously received training in or is currently certified in CPR (A.R.S. § 15-718.01).
AED means a medical device heart monitor and defibrillator that: 1) is approved for premarket modification by the U.S. Food and Drug Administration; 2) is capable of recognizing the presence or absence of ventricular fibrillation or rapid ventricular tachycardia and is capable of determining, without intervention by an operator, if defibrillation should be performed; and 3) automatically charges and delivers an electrical impulse to a person's heart when it determines that defibrillation should be performed (A.R.S. § 36-2261).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires school districts and charter schools to provide pupils at least one training session in CPR and the use of AEDs, rather than only CPR, in high school.
2. Applies the statutory requirements on CPR training relating to instruction, certification and excusal to training on the use of AEDs.
3. Adds training in the use of AEDs to the list of authorized purposes for which Public School Extracurricular Activity Fees Tax Credit contributions may be used.
4. Defines AED.
5. Makes technical and conforming changes.
6. Becomes effective on the general effective date.
