SCR1025: legislative sessions; opening date

Overview
A constitutional amendment that changes the opening date of the legislative session to the fourth Monday of January.
History
The Arizona Constitution asserts that legislative sessions begin on the second Monday of January each year. The Governor may call a special session at their discretion. In calling a special session, the Governor must specify the subjects to be considered. Any laws enacted during the special session are limited to the subjects mentioned in the call (Article IV Part 2 § 3, Const. of Ariz.)(A.R.S. § 41-1101).
Provisions
1. Modifies the opening date of the legislative session from the second Monday of January to the fourth Monday of January.
2. Instructs the Secretary of State to submit this proposition to the voters at the next general election.
