SB 1827: office of advanced air mobility

Overview

Appropriates $500,000 from the Advance Air Mobility Fund (Fund) in FY 2027 to the Advanced Air Mobility Office (AAM Office) to provide grants to entities for the advancement of advanced air mobility (AAM). Establishes the AAM Office and outlines its duties. Requires the AAM Office to issue requests for proposals for establishing contracts related to AAM.

History

Laws 2025, Chapter 248 established the Fund and the State Treasurer must administer the Fund. Fund monies are subject to legislative appropriation and exempt from lapsing. The State Treasurer must invest and divest monies in the Fund and monies earned from investment must be credited to the Fund

The Fund monies must be used to purchase AAM vehicles capable of carrying passengers or cargo for testing and demonstration purposes of the ability to use the AAM vehicles and construct vertiports (A.R.S. § 28-8604).

Statute applies rules on AAM infrastructure only to AAM aircraft, including an eCTOL, eVTOL and a powered lift aircraft, that have a gross takeoff weight of 300 pounds or more and the capability of carrying passengers or cargo (A.R.S. 28-8603).

Advanced air mobility is defined as an air transportation system that primarily uses an electric aircraft, including eCTOL, eVTOL and powered lift aircraft, to carry passengers or cargo in an urban or a regional area (A.R.S. § 28-8601).

Provisions

1.   Appropriates $500,000 from the Fund in FY 2027 to the AAM Office, to provide grants to entities for the advancement of AAM. (Sec. 2)

2.   Enacts the AAM Office in the Office of the Governor. (Sec. 1)

3.   Allows the AAM Office to:

a.   act as a liaison between this state, the Federal Aviation Administration and aviation organizations, including federal and state agencies and industries that support AAM;

b.   identify and pursue opportunities to increase AAM in this state;

c. support Arizona-based companies that seek to expand AAM in this state;

d.   advance this state's economic interests related to AAM;

e. develop and implement a reoccurring strategic plan to enhance this state's competitiveness in AAM;

f. identify and support emerging technology, including commercialization support services to accelerate technology development;

g.   collaborate with the Arizona Board of Regents and universities and research institutions that seek to increase funding for AAM research and development;

h.   collaborate to enhance workforce development that prepares innovators and entrepreneurs to support industries related to AAM; and

i. coordinate with the Governor and the legislature on the AAM Office's activities, achievements and recommendations. (Sec. 1)

4.   Requires the AAM Office, subject to availability of monies, to issue requests for proposals for the purposes of establishing contracts relating to AAM. (Sec. 1)

5.   Outlines reporting requirements for the AAM Office. (Sec. 1)

6.   Exempts the appropriation from lapsing. (Sec. 2)
