Overview

Requires the Arizona State Hospital (ASH) to base patient admissions on clinical need and prohibits ASH from limiting admission based on a patient’s county of residence.

History

The Arizona Department of Health Services (DHS) operates and regulates ASH which is a 260-bed facility that provides long-term inpatient psychiatric care to individuals with mental illness, personality disorders or emotional conditions who are under a court order for treatment. ASH represents the most restrictive level of mental health care in Arizona and generally admits patients who cannot be treated in a community setting or whose legal status requires placement at the hospital. Statute establishes various administrative responsibilities for DHS related to ASH, including submitting an annual financial report, collecting census data for adult civil commitment treatment programs and administering the ASH Fund (DHS).

Pursuant to the Arnold v. Sarn Exit Stipulation, ASH imposes a 55-bed cap on civil hospital admissions from Maricopa County. The remaining civil beds are allocated to patients from other counties and tribal communities (DHS).
