SB 1776: traditional healing services; AHCCCS

Overview
Expands the list of entities allowed to provide traditional healing services covered by the Arizona Health Care Cost Containment System (AHCCCS) or the Arizona Long-Term Care System (ALTCS) by adding urban Indian organization.
History
In 1987, ALTCS was established, delivering long-term care and support services for elderly, physically disabled and developmentally disabled Arizonans. AHCCCS must contract with health plans and providers to ensure the delivery of all medically necessary services to eligible members, including hospital care, physician and diagnostic services, prescription drugs, medical equipment and supplies, preventive screenings, family planning, transportation, hospice care and other medical services. ALTCS is the AHCCCS program designated for members requiring institutional or long-term care services. ALTCS contractors provide home and community-based services, case management, behavioral health services, hospice care and other covered AHCCCS services to eligible members with long-term care needs (A.R.S. §§ 36-2907, 36-2939).
Laws 2025, Chapter 239 expanded AHCCCS and ALTCS coverage to include traditional healing services delivered through the Indian Health Service or a Tribal facility.
The federal Indian Health Service (IHS) is an agency within the U.S. Department of Health and Human Services which provides health services to American Indian and Alaska Native populations, including through Urban Indian Organizations (UIOs), nonprofit, Indian-controlled entities in urban areas that receive IHS funding and deliver culturally appropriate care (IHS).
Provisions
1. Allows traditional healing services covered by AHCCCS or ALTCS to be delivered through an urban Indian organization. (Sec. 1, 2)
