SB 1654: appropriations; end-point monitoring; elections

Overview

Appropriates $100,000 from the state General Fund (GF) in FY 2027 to the Arizona Treasurer to reimburse counties for end-point monitoring of elections and nefarious signal interception.

History

Currently, statute outlines that the SOS must consult with each county board of supervisors or other officers in charge of elections before prescribing rules to achieve and maintain the maximum degree of correctness for early voting and voting and of producing, distributing, collecting, counting, tabulating and storing ballots.

The rules must be prescribed in the Elections Procedures Manual (EPM) and issued not later than December 31 of each odd numbered year immediately preceding the general election. Before the EPM is issued, it must be approved by the Governor and Attorney General (AG). The SOS must submit the EPM to the Governor and the AG no later than October 1 of the year before the general election (A.R.S. § 16-452).

An endpoint is any device that is used to access a digital identity on a network, such as laptops, desktops, mobile phones, tablets, servers, Internet of Things devices; and virtual environments (National Institute of Standards and Technology).
