SB 1580: appropriation; fire incident management

Overview
Appropriates $2,544,300 from the state General Fund (GF) in fiscal year (FY) 2027 to the Arizona Department of Administration (ADOA) to distribute to 10 fire districts for the acquisition of hardware and software that provide fire incident management support.
History
Laws 2023, Chapter 138 established the Fire Incident Management Fund (Fund) and directed ADOA to administer the Fund by providing grants to municipal fire departments and fire districts for hardware and software that: 1) enable the statewide deployment of a secure incident management platform to fire and law enforcement agencies; 2) provide a standardized incident command and management platform based on federal standards that enable diverse incident management and support entities to work together; and 3) provide a collaboration and communications solution that met certain information sharing and digital-compatibility requirements.
The General Appropriations Act appropriated $6.1 million from the state GF to the ADOA Fire Incident Management Fund in FY 2024; $12.2 million in FY 2025; and $2,291,600 in FY 2026. All monies in the fund are continuously appropriated and exempt from lapsing. Lastly, ADOA is allowed to use up to $200,000 per year to administer the fund (Laws 2023, Chapter 133; Laws 2024, Chapter 209; Laws 2025, Chapter 233).
Provisions
1. Appropriates the following amounts from the state GF to ADOA in FY 2027 to distribute to the following entities for fire incident management:
a. Pinetop Fire District $49,700;
b. Vernon Fire District $145,700;
c. Surprise Fire-Medical Department $99,400;
d. Gilbert Fire & Rescue $160,900;
e. Buckeye Fire-Medical-Rescue Department $49,700;
f. Goodyear Fire Department $132,500;
g. Daisy Mountain Fire District $49,700;
h. Scottsdale Fire Department $1,044,000;
i. Chandler Fire Department $552,400; and
j. Superstition Fire Department $261,000. (Sec. 1)
2. Requires the appropriation to be used for hardware and software that:
a. enable the statewide deployment of a secure incident management platform to fire and law enforcement agencies;
b. provide a standardized incident command and management platform, based on federal emergency management standards, that allow diverse incident management and support entities to collaborate and meet specified objectives; and
c. provide a collaboration and communications solution that enables fire and law enforcement agencies to perform the outlined incident management tasks and share pertinent information across agencies and electronic devices. (Sec. 1)
3. Exempts the listed appropriations from lapsing. (Sec. 1)
