SB 1391: stress management pilot program; appropriation

Overview
Directs the Arizona Peace Officer Standards and Training Board (AZPOST) to establish a law enforcement stress management pilot program for peace officers and appropriates $950,000 from the state General Fund (GF) to AZPOST in fiscal year (FY) 2027 for the pilot program's implementation.
History
AZPOST is composed of 13 governor-appointed members who serve three-year terms and are responsible for setting the minimum qualifications for certification as a law enforcement officer in Arizona. These qualifications require citizenship; physical, mental and moral fitness; and govern recruitment, appointment and retention of all officers of every political subdivision. Additionally, AZPOST: 1) prescribes minimum courses of training and standards for training facilities; 2) recommends curricula for advanced courses for law enforcement and intelligence training in universities, colleges, and community colleges; 3) establishes uniform standards for background checks and continuing training requirements; 4) conducts investigations of peace officer misconduct and is authorized to revoke or suspend the certification of an officer who is noncompliant with the qualifications; 5) assists state, tribal and local law enforcement agencies by providing training and related services; and 6) makes recommendations to the Governor and Legislature on matters relating to law enforcement and public safety (AZPOST, Arizona State Library).
Provisions
1. Directs AZPOST to establish and operate a law enforcement stress management pilot program. (Sec. 1)
2. Allows AZPOST to select one Arizona nonprofit organization to develop and deliver a comprehensive mental wellness training program, and to provide associated mental health and wellness resources for peace officers. (Sec. 1)
3. Outlines eligibility requirements for a nonprofit organization to be selected by AZPOST for the development and delivery of the pilot program. (Sec. 1)
4. Requires the pilot program to use a proactive and preventative approach to stress and resilience using education, skills-based training and early identification and facilitated discussion of stressors unique to the law enforcement profession, and the profession's impacts on specified groups and individuals. (Sec. 1)
5. Establishes subject areas required to be included in the pilot program's curriculum for participating peace officers. (Sec. 1)
6. Requires AZPOST to submit a report to the Governor and Legislature with specified information relating to participation levels, course content and recommendations for the pilot program's continuation or modification, by January 1, 2029. (Sec. 1)
7. Repeals the pilot program on July 1, 2029. (Sec. 1)
8. Appropriates $950,000 from the state GF to AZPOST in FY 2027 to establish and operate the pilot program. (Sec. 2)
9. Restricts use of the appropriation to costs solely associated with implementing the pilot program. (Sec. 2)
10. Exempts the appropriation from lapsing until June 30, 2029. (Sec. 2)
