SB 1248: juvenile detention centers; education programs.

Overview
Amends the guidelines outlining how a county may operate and fund any juvenile detention center education program (juvenile education program) or county jail education program (jail education program).
History
Statute directs that each county that operates a juvenile detention center or county jail must offer an education program to serve all prisoners who are twenty-one years of age or younger and who do not have a high school diploma or a general equivalency diploma. A county is permitted to operate the education program through an existing accommodation school. If a county chooses not to operate the education program through an existing accommodation school, the county school superintendent is permitted to establish a detention center education fund or county jail education fund, respectively, to operate and provide financial support to the program (A.R.S. §§ 15-913; 15-913.01).
If a fund is established to operate an education program and the county operated the program through an accommodation school in the prior year, the student count of the accommodation school must be reduced by the student count attributable to the education program for the first year of operation after the county started using the fund (A.R.S. §§ 15-913; 15-913.01).
Provisions
1. Permits a county to either operate and fund or operate but not fund the county's juvenile education program and jail education program through an existing accommodation school. (Sec. 1, 2)
2. Permits a county school superintendent to establish a detention center education fund or county jail education fund if the county chooses not to operate, or to operate but not fund either the county's juvenile education program or jail education program, or both, through an existing accommodation school. (Sec. 1, 2)
3. Permits a county school superintendent to administer the aforementioned funds through an existing accommodation school. (Sec. 1, 2)
4. Outlines requirements for a county who establishes one of the aforementioned funds if it funded its juvenile education program or jail education program through an accommodation school in the prior year. (Sec. 1, 2)
