SB 1209: nonoperating identification; fees; homeless exemption

Overview

Exempts any person, instead of only a veteran, who does not have a residence address or whose residence address is that of a shelter that provides services to the homeless, from fees associated with the application for a nonoperating identification license (license). Validates a license for eight years after the effective date.

History

On receipt of an application from a person who does not have a valid driver license issued by this state or whose driving privilege is  suspended, the Arizona Department of Transportation (ADOT) must issue a nonoperating identification license that contains a distinguishing number assigned to the licensee, the full legal name, the date of birth, the residence address and a brief description of the licensee and either a facsimile of the signature of the licensee or a space on which the licensee is required to write the licensee's usual signature with pen and ink.

The fees established relating to the application of a license do not apply to: 1) a person who is 65 years of age or older; 2) a person who is a recipient of public monies as an individual with a disability under the Social Security Act; 3) a veteran who does not have a residence address; 4) a veteran whose residence address is the address of a shelter that provides services to the homeless; and 5) a child who is in the custody of the Arizona Department of Child Safety (A.R.S. § 28-3165).

Provisions

1.   Expands exemption of the fees associated with the application of a license, from a veteran to a person, who does not have a residence address or whose residence address is the address of a shelter that provides services to the homeless. (Sec. 1)

2.   Makes a license, after the effective date and that is issued by ADOT, valid for eight years. (Sec. 1)

3.   Makes a conforming change. (Sec. 1)
