SB 1120: radiation protection systems; installation requirement

Overview

Requires, by July 1, 2027, each hospital that performs cardiac catheterization procedures involving real-time x-ray imaging to ensure that at least 50% of the procedure rooms in which the procedures occur are equipped with a radiation protection system.

History

Cardiac catheterization is a test or treatment for certain heart or blood vessel conditions, such as clogged arteries or irregular heartbeats. Results from cardiac catheterization give important details about the heart muscle, heart valves and blood vessels in the heart. It may be done to help find or fix many different heart conditions, such as: 1) coronary artery disease; 2) congenital heart disease; 3) heart failure; 4) heart valve disease; and 5) damage to the walls and inner lining of tiny blood vessels in the heart, called small vessel disease or coronary microvascular disease (Mayo Clinic).

Health care personnel present in a procedure room using ionizing radiation are required to utilize either protective aprons or whole-body protective barriers with a minimum lead-equivalent thickness of 0.25 millimeters to reduce occupational radiation exposure. Medical personnel must wear both badge type dosimeters and direct reading dosimeters during radiographic procedures to monitor and document individual radiation dose and support compliance with applicable occupational exposure limits (A.A.C. R9-7-604; R9-7-1130).

Provisions

1.   Requires, by July 1, 2027, each hospital that performs cardiac catheterization procedures involving real-time x-ray imaging to ensure that at least 50% of the procedure rooms in which the procedures occur are equipped with a radiation protection system. (Sec. 1)

2.   Specifies that a hospital is considered to have met the radiation protection system installation requirement if it:

a.   issues a purchase order for radiation protection systems for at least 50% of the applicable procedure rooms by July 1, 2027; and

b.   installs those radiation protection systems by December 31, 2027. (Sec. 1)
