Overview
Appropriates $2,500,000 from the state GF in FY 2027 to the Arizona Department of Homeland Security (AZDOHS) for cybersecurity programs and directs the AZDOHS to use the appropriated monies to modernize the statewide VPN security network and for generative artificial intelligence cybersecurity programs.
History
AZDOHS must formulate policies, plans and programs to enhance the ability of the state to prevent and respond to acts of terrorism, cybersecurity threats and other critical hazards. For homeland security purposes, AZDOHS must request appropriations or grants of monies adhering to all federal grant terms and conditions and must receive all awards granted by the federal government for only homeland security purposes. AZDOHS must distribute monies to local jurisdictions and other organizations eligible under federal regulations based on criteria in the federal grant guidelines (A.R.S. § 41-4254).
The department is responsible for the Statewide Information Security and Privacy Office, which performs strategic planning, policy development, risk assessment, and coordination to protect Arizona's information resources (JLBC FY 26 Appropriations Report).
Provisions
1. Appropriates $2,500,000 from the state GF in FY 2027 to AZDOHS for cybersecurity programs. (Sec. 1)
2. Directs AZDOHS to use $2,000,000 of the appropriated monies to modernize the statewide VPN security network with a zero-trust network access solution. (Sec. 1)
3. Directs AZDOHS to use $500,000 of the appropriated monies for the use of generative artificial intelligence cybersecurity programs. (Sec. 1)
