HCM 2010: constitutional amendment; U.S. senators; repeal

Overview
Requests that Congress propose an amendment to the U.S. Constitution to repeal the 17th Amendment.
History
The 17th Amendment states that the U.S. Senate is made up of two senators from each state elected by its people for six-year terms. Each senator has one vote. Ratified in 1913, the Amendment directs the voters of each state to elect U.S. senators, which replaced the previous system of state legislatures appointing senators (Amendment XVII, U.S. Congress).
Pursuant to Article V of the U.S. Constitution, constitutional amendments may be proposed in two ways: 1) the House and Senate may propose an amendment by a two-thirds vote of the members present in each chamber; or 2) a state convention may be called by two-thirds of state legislatures, 34 of 50 states.
An amendment must be ratified by three-fourths of states to become part of the U.S. Constitution. Since 1960, states have submitted more than 160 applications for an Article V convention (Clerk of the U.S. House of Representatives).
Provisions
1. Urges Congress to propose an amendment to the U.S. Constitution to repeal the 17th Amendment. (Sec. 1)
2. Requires the Arizona Secretary of State to transmit a copy of this memorial to the President of the U.S. Senate, the Speaker of the U.S. House of Representatives and each member of Congress from Arizona. (Sec. 1)
