Overview

Contains provisions relating to amusements needed to implement the FY 2027 budget.

History

The Arizona Legislature adopts a budget for each fiscal year (FY) that contains general appropriations. Article IV, Section 20, Part 2 of the Constitution of Arizona requires the General Appropriations Act (feed bill) to contain only appropriations for the different state departments, state institutions, public schools and interest on public debt. Statutory changes necessary to reconcile the appropriations made in the feed bill and other changes are drafted into separate budget bills. These bills are prepared according to subject area.

Provisions

Liquor Licenses Fund (Fund)

1.   Specifies Fund monies in excess of $700,000 that remain in the Fund on December 31 of each year, rather than at the end of each fiscal year, revert to the state General Fund. (Sec. 1)

Unarmed Combat Subaccount

2.   Eliminates the Unarmed Combat Subaccount established within the Racing Regulation Fund. (Sec. 2)

3.   Establishes the Unarmed Combat Subaccount of the Event Wagering Fund administered by the Arizona Department of Gaming (ADG). (Sec. 7)

4.   Instructs ADG, at the end of each month, to report to the Arizona Department of Administration the total amount of monies received for deposit into the Unarmed Combat Subaccount. (Sec. 7)

5.   Authorizes ADG to transfer monies the department spends on the annual costs to regulate and enforce Event Wagering statutes from the Event Wagering Fund into the Unarmed Combat Subaccount. (Sec. 7)

6.   Allows ADG, of the monies spent on regulation and enforcement, to spend up to $500,000 each fiscal year to support problem gambling programs. (Sec. 7)

7.   Authorizes ADG to use monies designated for problem gambling and problem gambling programs, including private donations, grants or federal monies, to disburse grants for problem gambling purposes. (Sec. 7)

8.   Requires monies collected from all sources, including licensing fees, associated with unarmed combat events be deposited into the Unarmed Combat Subaccount of the Event Wagering Fund rather than the Unarmed Combat Subaccount in the Racing Regulation Fund. (Sec. 2, 3, 4)

Event Wagering Fund

9.   Requires fees collected for the privilege of operating fantasy sports contests be deposited into the Event Wagering Fund rather than the Fantasy Sports Contest Fund. (Sec. 5)

10.  Repeals the Fantasy Sports Contest Fund and transfers unexpended and unencumbered monies to the Event Wagering Fund. (Sec. 6)

Division of Racing

11.  Continues for FY 2027, as session law, to set ADG's regulatory assessment to 0.5% of the amounts wagered on live and simulcast races from in-state and out-of-state wagering handled by a commercial racing permittee. (Sec. 8)

12.  Continues to authorize, as session law, ADG, for race meetings in 2026 and 2027, to allow a first-time starter horse to race as long as the horse has gate approval and at least two timed workouts. (Sec. 9)

13.  Requires one of the timed workouts to be an out-of-the-gate workout that is conducted within 60 days of the race in which the horse is entered. (Sec. 9)

14.  Repeals the gate approval authorization on January 1, 2028. (Sec. 9)
