HB 2958: AHCCCS; dental care; pregnant women

Overview
Requires Arizona Health Care Cost Containment System (AHCCCS) contractors to provide coverage for comprehensive dental care for women who are at least 21 years of age and in any stage of pregnancy. Appropriates monies to AHCCCS in Fiscal Year (FY) 2027 to provide this dental benefit and contains a reporting requirement.
History
Established in 1981, AHCCCS is Arizona's Medicaid program that oversees contracted health plans for the delivery of health care to individuals and families who qualify for Medicaid and other medical assistance programs. Through contracted health plans across the state, AHCCCS delivers health care to qualifying individuals including low-income adults, their children or people with certain disabilities.
Statute outlines the covered health and medical services offered to AHCCCS members, including: 1) inpatient hospital services; 2) outpatient health services; 3) laboratory and Xray services; 4) prescription medications; 5) medical supplies, durable medical equipment, insulin pumps and prosthetic devices; 6) treatment of medical conditions of the eye; 7) early and periodic health screening and diagnostic services; 8) family planning services; 9) podiatry services; 10) nonexperimental transplants; 11) emergency dental care; 12) ambulance and nonambulance transportation; 13) hospice care; 14) orthotics; 15) medically necessary chiropractic services; 16) diabetes outpatient self-management training services; and 17) traditional healing services.
AHCCCS contractors are currently required to provide emergency dental care and extractions in an annual amount of not more than $1,000 per member for persons who are at least 21 years of age. Additionally, for persons treated at an Indian Health Service or tribal facility, adult dental services that are eligible for a 100% Federal Medical Assistance Percentage and exceed the $1,000 limit are also covered (A.R.S. 36-2907).
Provisions
1. Requires AHCCCS contractors to provide coverage for comprehensive dental care, including extractions, for women who are at least 21 years of age and in any stage of pregnancy. (Sec. 1)
2. Appropriates $500,000 from the state General Fund (GF) and an unspecified amount from federal Medicaid authority in FY 2027 to AHCCCS to provide dental services to pregnant women who are at least 21 years old and in any stage of pregnancy. (Sec. 2)
3. Appropriates an unspecified onetime amount from the Prescription Drug Rebate Fund in FY 2027 to AHCCCS to cover costs incurred due to eligibility changes that are directly related to introduction a dental benefit for pregnant women. (Sec. 2)
4. Requires AHCCCS, by October 1, 2027, to report to the Governor, the President of the Senate, the Speaker of the Arizona House of Representatives, the Directors of the Joint Legislative Budget Committee and the Governors Office of Strategic Planning and Budgeting the:
a. actual costs incurred to provide dental services to pregnant women who are at least 21 years old; and
b. actual costs incurred due to eligibility changes directly related to introducing a dental benefit for pregnant women during FY 2027. (Sec. 2)
