Description

The bill would extend the delayed repeal date for the Department of Economic Security's (DES) Developmental Disabilities (DD) Group Home Monitoring Program from December 31, 2027 under current law to December 31, 2032. It would also eliminate the requirement that the program be operated "subject to available appropriation."

Estimated Impact

We estimate that the bill would result in a $1.2 million or greater General Fund annual cost based on previous appropriations for the program. The cost could be higher if the expense to retain a contracted vendor for the program exceeds previous appropriation levels.

We have asked DES for an estimate of the bill's fiscal impact, but we have not yet received a response.

Analysis

Our estimated impact is based on the following assumptions and data sources:

1) Since FY 2023, DES has been appropriated $1.2 million each year as a one-time issue for the Group Home Monitoring Program.

2) Based on the spending plan associated with the enacted budget, the Baseline includes no funding for the program beginning in FY 2027.
