Description

SB 1035, as amended by Senate PS, would appropriate an unspecified amount to increase the salaries for correctional officers and civilian employees of the Arizona Department of Corrections (ADC) by 5%.  The bill further provides a 5% salary increase for employees of private prisons that house inmates under contract with ADC.

 

Estimated Impact

Based on information provided by ADC in September 2025 and private prison contractors in November 2025, we estimate the cost to provide a 5% salary increase to all correctional officer and civilian positions in ADC as well as employees of private prison contractors would be $34.0 million in FY 2027.  This estimate would provide a 5% increase for all filled positions within the department and excludes vacant positions.

 

Analysis

Our estimate assumes the following:

1) ADC's FY 2027 budget request estimates $21.8 million for a 4% salary increase for filled correctional officers and civilian positions.  Increasing this amount to 5% would cost $27.3 million. 

2) Based on information provided by private prison contractors that house inmates under contract with ADC, a 5% increase for all private prison employees would be $6.7 million.

3) The department estimates 6,613 filled correctional officer positions and 1,394 filled civilian positions within ADC as of May 31, 2025.
