The strike-everything amendment to HCR 2040 prohibits a school district from using public monies to support the operations of a labor organization, including allowing voluntary payroll deductions for the payment of union dues or the distribution of union communications, the allowance of paid leave to attend union events, or the use of public facilities for presentations by unions.
Estimated Impact
We estimate the resolution would not generate a state fiscal impact. To the extent school districts currently allow the practices prohibited in the resolution, if those activities currently generate local costs for school districts, then the resolution may generate savings for school districts.
Our estimate assumes the following:
1) The Arizona Education Association (AEA) is the state chapter of the National Education Association, the primary educator labor organization in the country. AEA dues are often (but not exclusively) paid through payroll deductions from the union member's paychecks. Under the resolution, such deductions would be prohibited, requiring members to utilize other methods for paying monthly or annual dues.
2) We lack specific data on district expenditures for the distribution of union information, either printed, digital, or in the course of meetings held at district space, as well as specific data on the amount of paid leave claimed by union members to attend union activities.
