Description

The bill would require the Department of Health Services (DHS) to establish a firefighter cancer registry to collect specified data related to cancer incidence among Arizona firefighters, which the department would use for public health research, statistical analysis, and the development of cancer prevention strategies. DHS would be required to submit a report by December 31 annually summarizing data and identifying trends from the firefighter cancer registry.  

 

Estimated Impact

We expect the bill could generate additional administrative costs for DHS to develop and maintain a secure registry. To the extent the department uses registry data for public health research and statistical analysis, the department may also require additional staffing.

 

DHS has not responded to our request for their estimate.

 

Analysis

Our estimated impact is based on the following assumptions:

1) DHS currently oversees Arizona's cancer registry, including a data dashboard hosted on the agency's website. To the extent the department can utilize existing software to collect and analyze cancer incidence among firefighters, DHS would not incur additional IT costs.

2) The department may require additional staff to summarize the data and analyze trends from the registry if DHS is unable to absorb this workload within its current staff capacity.
