Description

HB 2772 would require that the Arizona Department of Transportation (ADOT) provide space for an indicator on each driver license or nonoperating identification license (license) where a licensee may indicate that they have an adverse medical condition or an advanced health care directive. The legislature intends that ADOT coordinate with the Arizona Health Care Directives Registry to implement the act and advance public awareness of advanced health care directives.  The bill has an effective date of January 1, 2027.

 

Estimated Impact

We estimate that the bill may increase administrative costs for ADOT, but are unable to produce a specific cost estimate without input from the agency.

 

We have asked ADOT for their estimated impact of the bill and are awaiting their response.

 

Analysis

Our estimate assumes the following:

1) ADOT currently allows licensees to indicate that they have an adverse medical condition on their license using a medical code system of numerals or letters commonly accepted by the medical profession. Creating a new requirement for ADOT to provide space for an indicator of an adverse medical condition or an advanced health care directive may increase administrative costs from ADOT associated with designing and printing these indicators.
