The bill would reclassify the psychoactive compounds in kratom as narcotic drugs and would increase the legal age to purchase kratom from 18 to 21. The bill would also revise existing regulations pertaining to the sale and advertising of kratom products and would authorize the Attorney General (AG) to enforce these regulations. The bill would also allow the AG, if a law enforcement agency or crime lab does not possess the capability to test kratom products, to coordinate testing through a qualified laboratory.
Estimated Impact
The AG estimates that the bill would not result in increased operational costs attributable to either the enforcement of regulations in the bill or the coordination of kratom testing.
To the extent local law enforcement agencies and crime labs do possess the capability to test kratom products, there may be increases in operational costs for local government agencies. We lack sufficient data to estimate the magnitude of these impacts in advance.
