The bill would require the Arizona Department of Administration (ADOA) to consult with the budget units of the Legislature and ensure that ADOA systems accommodate the personnel and financial policies of the Legislature. The bill would also require ADOA to accept reasonable requests from the Legislature to modify the personnel and financial accounting system and fulfill requests in a timely matter.
Estimated Impact
We do not expect the bill to generate additional costs in the next year as Laws 2025, Chapter 246, Section 7 already requires ADOA to accommodate legislative requests regarding personnel and financial policies as part of maintaining the personnel and financial accounting system during the current fiscal year.
We have asked ADOA for their perspective on the fiscal impact of the bill but have not received a response.
Our estimate assumes the following:
1) ADOA has updated its personnel and financial accounting system, otherwise known as AZ360, in the last several years.
2) ADOA’s initial updates to the system did not always accommodate the personnel and financial policies of the Legislature, which vary in some respects from the practice of the Executive agencies. As a result, Laws 2025, Chapter 246, Section 7 required ADOA to consult with and accommodate the policies of the budget units of the legislative branch when implementing its personnel and financial accounting system over the course of FY 2026.
3) Pursuant to Laws 2025, Chapter 246, Section 7 ADOA is in the process of revising its system to accommodate legislative requests, but these changes have not been finalized.
4) These current updates are expected to generally conform to legislative requests, thereby reducing the need for additional updates.
