Description
HB 2114 would require that up to 75% of monies in the Motorcycle Safety Fund go to motorcycle education programs, and up to 25% go to scholarships promoting motorcycle education in rural or low-income areas. The bill also allows ADOT to issue or renew a motorcycle registration only if at least one owner of the vehicle has a Class M driver license, or issue a 30-day temporary registration if the applicant shows proof of enrollment in a motorcycle training program approved by the department.
Estimated Impact
We estimate the bill will have a minimal fiscal impact. The potential impact will depend on the number of currently registered motorcycles without at least one owner with a Class M license.
We have asked the Arizona Department of Transportation (ADOT) for their estimated impact of the bill and are awaiting a response.
Our estimate assumes the following:
1) The FY 2027 Baseline includes an appropriation of $198,900 from the Motorcycle Safety Fund. Under the bill, up to $149,200 would be expended on motorcycle education programs and up to $49,700 would be expended on scholarships for motorcycle education programs in rural or low-income areas. These monies are currently allocated to support voluntary motorcycle education, awareness, training, and other programs, with up to 10% allowed to be used on administrative costs.
2) The fee for obtaining a Class M license ranges from $10-$25, while the fee for a Class M endorsement is $7. In addition, the fee for a written exam to receive a Class M license is $7. Fees collected from driver licenses are deposited into the Highway User Revenue Fund (HURF). If the bill results in an increased number of Class M licenses issued, there would be a subsequent increase in HURF revenues. However, we estimate this impact to be minimal.
3) Local governments receive 49.5% of all HURF revenues. Any change in HURF collections will impact the share of monies collected for local transportation projects.
