To the Congress of the United States of America:

Your memorialist respectfully represents:

Whereas, the foundation of a free and democratic society rests on the sacred trust of its citizens in the electoral process, a trust that ensures that every vote is cast and counted without external manipulation or coercion; and

Whereas, the sovereignty of this state and the United States depends on the principle that our government is chosen by and accountable solely to the people of this land, free from the hidden agendas or strategic interests of foreign governments, foreign corporations and foreign nationals; and

Whereas, foreign influence in our elections, whether through direct contributions, dark money channels, independent expenditures or disinformation campaigns, poses a direct threat to the integrity of our political institutions and the autonomy of our elections; and

Whereas, transparency and strict adherence to the rule of law are the most effective antidotes to skepticism, and ensuring that our election systems remain purely domestic enterprises is essential to restoring and maintaining public confidence in the outcome of our elections; and

Whereas, safeguarding our democratic process requires constant vigilance, robust enforcement of campaign finance laws and a unified commitment to the ideal that American elections are for American citizens; and

Whereas, the legislature calls on all citizens, legislators and election officials to remain vigilant against foreign interference, to support measures that increase transparency in campaign finance laws and to work together to ensure that our elections remain free, fair and secure from international meddling.

Wherefore your memorialist, the Senate of the State of Arizona, the House of Representatives concurring, prays:

1. That the Congress of the United States diligently safeguard election integrity and transparency, including enacting measures to end foreign influence in United States elections.

2. That the Secretary of State of the State of Arizona transmit copies of this Memorial to the President of the United States Senate, the Speaker of the United States House of Representatives and each Member of Congress from the State of Arizona.
