A CONCURRENT RESOLUTION

 

On the death of Louis Gasper.

      Louis Clement Gasper passed away on March 22, 2026 at the age of 82 in Plano, Texas.

      Louis was born on June 13, 1943 in Cincinnati, Ohio to parents George Gasper and Mary Ann Gasper.  He had a distinguished life marked by contributions to academia, public service and his community.  Louis held a PhD in Economics from Duke University.  After he earned his degree, Louis went on to teach at the University of Arizona before moving to Dallas, Texas.

      Louis met his wife, Jo Ann, in Grapevine, Texas and shortly after their marriage they moved to Washington, D.C.  The beginning of his long career in public service began there after Arizona Representative John Conlan hired him to work for the United States House of Representatives Committee on Financial Services, Banking.  Louis would later staff the United State Senate Finance Committee up until his appointment by former President Ronald Reagan to serve as executive vice president and acting president of the Government National Mortgage Association.

      After his service in Washington, D.C., Louis returned to Texas to teach business finance and business ethics at the University of Dallas and its graduate school of business.  Louis retired with his wife to the high desert of Arizona in Cochise County where he was appointed as an arbitrator and mediator for the superior court of Cochise County.

      A man of diverse talents and passions, Louis was a longtime member of the Philadelphia Society, a Knight Grand Cross, Equestrian Order of the Holy Sepulchre of Jerusalem.

      Louis was very active in local, state and national politics and served as a Cochise County Republican Precinct Committeeman, a State Committeeman and Chairman of Arizona legislative district 19.

      A loving father, husband and grandfather, Louis Gasper is survived by his wife, Jo Ann, his children, Stephen, Monica, Jeanne, Phyllis and Clare, and grandchildren, Amelia, Beatrice, Eva, Katarina, Kayce, Louis and Rebecca. 

Therefore

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

      That the Members of the Legislature express sincere regret at the passing of Louis Gasper and extend their deepest sympathies to his family and friends.
