A CONCURRENT RESOLUTION

 

proposing an amendment to the Constitution of Arizona; amending article VII, Constitution of Arizona, by adding section 19; relating to election requirements.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

1. Article VII, Constitution of Arizona, is proposed to be amended by adding section 19 as follows if approved by the voters and on proclamation of the Governor:

19. Elections; citizens; foreign contributions; identification; early voting; severability

Section 19. A. Only citizens of the United States shall be eligible to register and vote once for each available office or ballot measure, in any public election in Arizona.

B. Contributions from any foreign person or foreign corporation to any Arizona candidate or ballot measure campaign shall be prohibited.

C. Concurrent with casting a ballot, all electors shall be required to provide a government issued identification. Acceptable identification, as provided by law, shall be made available to electors free of charge.

D. To help ensure timely election results:

1. Early voting, if authorized by law, shall end no later than 7:00 P.M. on the Friday prior to the Tuesday general election.

2. Votes shall not be cast or accepted after poll closing times on general election day, as designated by law.

e. All qualified electors shall have the right to vote in-person on election day at conveniently located polling places.

f. All qualified electors who have provided documented proof of citizenship shall be offered an opportunity to receive a mail-in ballot, which shall be provided solely upon their affirmative request confirming a specific mail address prior to each biennial general election, if mail-in voting is authorized by law, and in such a manner as the law prescribes.

g. If a provision of this act or its application to any person or circumstance is held invalid, the invalidity does not affect other provisions or applications of the act that can be given effect without the invalid provision or application, and to this end the provisions of this act are severable.

h. This amendment shall commonly be known as "The Arizona Secure Elections Act."

2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
