A CONCURRENT MEMORIAL
Urging the President, the Congress and the Department of the Interior of the United States to reform the Endangered Species Act and the Migratory Bird conservation Act.

To the President and the Congress of the United States, the Secretary of the Interior, the Director of the Bureau of Land Management, and the Chief of the United States Forest Service and the Director of the United States Fish and Wildlife Service:
Your memorialist respectfully represents:
Whereas, since their enactments, the Endangered Species Act of 1973 and the Migratory Bird Conservation Act have created unreasonable regulatory hurdles for property owners while failing to help many species; and
Whereas, ranching and grazing represent the culture, customs and traditions of our rural economies throughout this state; and
Whereas, the implementation of federal policies surrounding the Endangered Species Act and Migratory Bird Conservation Act has caused the federal government to unfairly cancel leases and evict ranchers from their grazing lands; and
Whereas, these acts and federal policies need to be challenged, amended and reformed to recognize long-standing agricultural practices, support rural communities and reduce the impacts on Arizona ranchers; and
Whereas, the Western Governors' Association believes that these acts should be improved through proactive, cooperative and science-based conservation efforts, with states playing a greater role.
Wherefore your memorialist, the House of Representatives of the State of Arizona, the Senate concurring, prays:
1. That the President and the Congress of the United States work to reform the Endangered Species Act of 1973 and the Migratory Bird Conservation Act.
2. That the Director of the United States Bureau of Land Management, the Chief of the United States Forest Service and the Director of the United States Fish and Wildlife Service adopt any policies necessary to reduce burdensome regulatory requirements on ranchers and prevent unfair lease cancellations and evictions on federally controlled grazing lands in the West due to the implementation of the Endangered Species Act of 1973 and the Migratory Bird Conservation Act.
3. That the Secretary of State of the State of Arizona transmit copies of this Memorial to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, each Member of Congress from the State of Arizona, the Secretary of the Interior, the Secretary of Agriculture, the Director of the Bureau of Land Management, the Chief of the United States Forest Service and the Director of the United States Fish and Wildlife Service.
