REQUESTING THE CONGRESS OF THE UNITED STATES TO CONSIDER LIMITATIONS ON REAL PROPERTY OWNERSHIP IN THE UNITED STATES BY FOREIGN GOVERNMENTS OPERATING UNDER COMMUNIST OR AUTHORITARIAN SYSTEMS.

To the Congress of the United States of America:

Your memorialist respectfully represents:

Whereas, the security of the United States is a matter of paramount concern; and

Whereas, ownership or control of real property in proximity to military installations, critical infrastructure, agricultural lands, or research facilities by foreign governments may present potential risks to national and state security; and

Whereas, certain foreign governments operating under communist or authoritarian systems restrict or prohibit United States citizens and businesses from owning real property within their jurisdictions, resulting in a lack of reciprocal treatment; and

Whereas, ownership of real property by foreign governments may be used to exert economic or political influence or to engage in activities inconsistent with the interests and sovereignty of the United States; and

Whereas, the State of Arizona has a legitimate interest in safeguarding its land, infrastructure and residents while respecting constitutional authority and federal jurisdiction.

Wherefore your memorialist, the House of Representatives of the State of Arizona, the Senate concurring, prays:

1. That the Congress of the United States study and consider enacting legislation to regulate or restrict the ownership of real property in the United States by foreign governments operating under communist or authoritarian systems, with appropriate consideration for national security, reciprocity and economic integrity.

2. That the Secretary of State of the State of Arizona transmit copies of this Memorial to each Member of Congress from the State of Arizona.
