AN ACT
amending title 46, chapter 2, article 2, Arizona Revised Statutes, by adding section 46-232; relating to the supplemental nutrition assistance program.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 46, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 46-232, to read:
46-232. Use of supplemental nutrition assistance benefits; purchases; waiver
A. The director of the department of economic security shall request a waiver from the united states department of agriculture to allow enrollees in the supplemental nutrition assistance program to purchase any or all of the following:
1. frozen, fresh or canned Beef, poultry, fish, chicken or pork.
2. Milk, including any of the following:
(a) Nut milk.
(b) Grain milk.
(c) Organic milk.
(d) Half and half.
(e) Heavy cream.
3. Imported Cheese, including any of the following:
(a) Cream cheese.
(b) Cottage cheese.
4. One hundred percent Juice, including organic juice.
5. Eggs, including egg substitutes.
6. Hot cereals, including organic cereals.
7. Any type of flour.
8. Sugar, including SUGAR substitutes and honey.
9. Rice, including Brown rice, basmati rice or organic rice.
10. Soft corn tortillas, including organic tortillas.
11. Whole wheat tortillas, including organic tortillas.
12. Vitamins.
13. Any water product that does not contain flavors, sweeteners or sugar-free sweeteners.
14. Any pure butter product and butter substitutes.
15. ANy type of cooking oil.
B. If the waiver is granted, the director shall allow enrollees in the supplemental nutrition assistance program to purchase the items listed in subsection A of this section. If the waiver is not granted, the director shall request a waiver annually until the waiver is granted.
C. This section does not prevent a supplemental nutrition assistance program recipient from purchasing foods and items that are already approved by the federal women, infants AND children food program.
