physical therapists; disability placards
Purpose
Allows a physical therapist to certify that a person has a physical disability on an application for a disability placard or special plate with an international symbol of access.
Background
The Arizona Department of Transportation (ADOT) must issue a special plate with the international symbol of access to an owner or lessee of a motor vehicle: 1) that is an organization that primarily transports persons with physical disabilities; or 2) who is a person who has a permanent disability or who is the parent or legal guardian of a minor with a permanent physical disability.
A person or organization that transports a person with physical
disabilities may obtain a permanent or temporary disability removable
windshield placard or a special plate with the international symbol of access
by submitting an application to ADOT that contains: 1) a medical certificate
completed by a hospital administrator, an authorized physician, an authorized
physician assistant or a registered nurse, if the applicant has a temporary or
physical disability; 2) a certificate of 100 percent disability issued by the
U.S. Department of Veterans' Affairs, if the applicant is a veteran; or 3) a
signed statement by an authorized officer of an organization affirming that the
registered vehicle is owned or leased by the organization primarily transports
persons with physical disabilities. Upon receipt of the medical certificate,
the certification of 100 percent disability or the signed statement, ADOT must
issue the placard or special plate if ADOT finds that the applicant qualifies
for the parking privileges for persons with physical disabilities (A.R.S.
§ 28-2409).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Allows a physical therapist to certify that a person has a permanent or temporary physical disability for the purposes of applying for a disability placard or special plate with an international symbol of access.
2. Makes technical changes.
3. Becomes effective on the general effective date.
