SB 1704: veterans' donations fund; annual transfer

Overview

Establishes a subaccount in the State Homes for Veterans Trust Fund (Trust Fund) and details relevant instructions regarding the use of monies from the Trust Fund and the Veterans' Donation Fund (Fund).

History

The Fund consists of monies, gifts and contributions donated to the Department of Veterans' Services (Department), monies from specified license plates and monies designated by taxpayers on their income tax return form. The Department administers the Fund, which is continuously appropriated and exempt from lapsing. The director of the Department must establish subaccounts of the Fund to pay for prescribed services and projects. One of the required subaccounts consists of monies generated by the Army Scholarship Special Plates that go to a foundation that meets specified requirements and has a mission of paying college scholarships to children and spouses of United States Army members (A.R.S. § 41-608).

The Trust Fund is administered by the director of the Department and is used to operate and maintain state run nursing facilities and homes for Arizona veterans. The Trust Fund consists of monies generated by operating the Arizona Veteran's Homes and is exempt from lapsing (A.R.S. § 41-608.01).

Provisions

1.   Instructs the director of the Department to establish a separate subaccount in the Trust Fund for monies which must be used for the following purposes relating to nursing and domiciliary homes:

a)   the support of veteran's needs;

b)   the purchase of necessary equipment;

c) necessary improvements; and

d)   ongoing maintenance. (Sec. 2)

2.   Requires the Department to annually transfer 15% of all monies, gifts and contributions donated and deposited into the Fund to the subaccount in the Trust Fund. (Sec. 1)

3.   Allows the Department to use up to $150,000 each FY from the Fund to administer various subaccounts established in statute and to add two full-time equivalent positions to aid in administration. (Sec. 1)

4.   Specifies the State Treasure must invest and divest monies in the Trust Fund and the previously mentioned subaccount upon notice from the director. (Sec. 2)
