Overview
Directs the Arizona Department of Health Services (DHS) to identify and compile materials for maternal mental health conditions or develop written materials if existing materials can not be identified. Creates an Advisory Committee on Obstetrics, Gynecology and Maternal Mental Health in Rural Communities.
History
The Arizona Department of Health Services (DHS) aims to produce, protect and improve the health and wellness of individuals and communities in Arizona. DHS strives to set the standard for personal and community health through direct care, science, public policy and leadership. DHS operates programs from the following areas: 1) disease prevention and control; 2) health promotion; 3) community public health; 4) environmental health; 5) maternal and child health; 6) emergency preparedness; and 7) regulation of healthcare institutions and facilities.
Provisions
1. Requires DHS to identify and compile relevant educational materials and information for health care professionals and patients regarding maternal mental health conditions, including postpartum depression (PPD) that have been developed by organizations with expertise in maternal mental health conditions. (Sec. 1)
2. Requires the materials to include information on the symptoms and methods of coping with PPD, as well as treatment options and resources. (Sec. 1)
3. Instructs DHS, if unable to identify existing materials, to take into consideration the following when developing written educational materials:
a) relevant clinical practice guidelines;
b) peer-reviewed studies; and
c) recommendations from expert in maternal mental health care, including:
i. the Centers for Disease Control and Prevention;
ii. professional associations; and
iii. patient advocacy groups. (Sec. 1)
4. Instructs DHS to post the materials on its public website and make physical forms of the materials available or distributable on request. (Sec. 1)
5. Requires DHS to periodically review the materials and information to ensure accuracy and reflect the most up-to-date information. (Sec. 1)
6. Requires health care institutions, as appropriate, to distribute the materials to new parents and family members on discharge. (Sec. 1)
7. Requires each health care institution, primary care physician or practitioner or any health care professional who renders prenatal care, postnatal care or pediatric infant care to provide the compiled or developed materials to any woman on learning of a pregnancy or who presents signs of a maternal health disorder at any time during a pregnancy or postpartum period. (Sec. 1)
9. Requires the DHS Director to appoint the following members to the Advisory Committee:
a) one member who is a representative of a statewide association of hospitals that convenes an alliance for innovation on maternal health;
b) one member who is a representative from a critical access hospital that offers maternity care services, including labor and delivery;
c) one member who is a representative from a critical access hospital that does not offer maternity care services;
d) one member who is a representative from a hospital system in a county with a population of less than 1,500,00 people that delivered more than 10% of the infants born in Arizona during 2024;
e) six health professionals whose current health care practice includes maternity care services in rural communities, as outlined;
f) one member who is a representative from a from a federally qualified community health care center that administers a rural maternity and obstetrics management strategies program;
g) one member who is a representative from an Indian health service facility or a tribal 638 facility that offers maternity care services, including labor and delivery;
h) one member who is a representative from an Indian health service facility or a tribal 638 facility that does not offer maternity care services;
i) two members who are representatives of different licensed health care insurers that offer insurance products that include coverage for obstetrics, gynecology and maternal mental health services;
j) one member who is a representative from an emergency air ambulance provider that serves a rural community; and
k) one member who is a representative of the statewide perinatal psychiatry access line. (Sec. 2)
10. Requires the Directors of the Arizona Health Care Cost Containment System, DHS and the Department of Insurance and Financial Institutions, or the director's designees to serve as nonvoting members of the Advisory Committee. (Sec. 2)
11. States that Advisory Committee members are not eligible to receive compensation or the reimbursement of expenses. (Sec. 2)
12. Directs the Advisory Committee to:
a) develop recommendations to enhance and preserve the delivery and access of preconception, prenatal, pregnancy, labor and delivery, maternal mental health and postpartum care services in rural hospitals and rural communities; and
b) develop recommendations to enhance the delivery of and access to evidenced-based PPD screening and referrals for treatments, including recommendations that consider public and private insurance coverage, provider reimbursement incentives and pharmacological treatment options. (Sec. 2)
13. Requires the Advisory Committee to submit a written report of its findings by December 31, 2026, to the Governor, President of the Senate and the Speaker of the House of Representatives. (Sec. 2)
14. Directs the Advisory Committee to provide a copy of the written report to the Secretary of State. (Sec. 2)
15. Permits the Advisory Committee to hold hearings and take testimony from stakeholders and affected people, including members of the public. (Sec. 2)
16. Repeals the Advisory Committee on July 1, 2027. (Sec. 2)
17. Defines health care institution, primary care physician and primary care practitioner. (Sec. 1)
18. Makes conforming changes. (Sec. 1)
