An Act
amending title 11, chapter 7, article 6, Arizona Revised Statutes, by adding section 11-1020.01; relating to animal control.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 11, chapter 7, article 6, Arizona Revised Statutes, is amended by adding section 11-1020.01, to read:
11-1020.01. Commercial dog breeder permits; fee; definition
A. In addition to the regulations of the United States department of agriculture under the animal welfare act (P.L. 89-544; 80 Stat. 350; 7 United States Code sections 2131 through 2159), a person operating as a commercial dog breeder shall obtain a permit issued by the board of supervisors of the county where the breeding takes place.
b. The board of supervisors of each county shall establish the commercial dog breeder application process. The board of supervisors of each county may establish a commercial dog breeder application fee.
c. For the purposes of this section, "commercial dog breeder" means any person who maintains female dogs for the primary purpose of selling their offspring as companion animals.
