ARIZONA STATE SENATE

Fifty-Sixth Legislature, Second Regular Session

FACT SHEET FOR H.B. 2765

military personnel; families; poll workers

Purpose

Allows active-duty military members with assignment orders in Arizona or dependents of the active-duty military members to serve on an election board (board).

Background

At least 20 days before a primary or general election, the county BOS must appoint a board for each election precinct, voting center or other voting location. For voting locations with over 300 qualified electors, the county BOS must appoint 1 inspector, 1 marshal, 2 judges and as many clerks of election as is necessary to make up the board. For locations with less than 300 qualified electors, the county BOS must appoint at least 1 inspector and 2 judges to make up the board. The board members must be qualified electors of the precinct or county if for a vote center, for which they are appointed to, unless there is an insufficient number of persons available to fill the required number of appointments, then the board members need only be qualified electors of Arizona.  The county BOS may appoint a person who is not eligible to vote as a clerk of election if the person: 1) is a minor who is at least 16 years old at the time of the election; 2) is a U.S. citizen at the time of the election; 3) has received training from the officer in charge of elections and is supervised by an adult who is trained as an elections officer; and 4) has provided written permission from the person's parent or guardian authorizing the person to serve as a board member (A.R.S. § 16-531).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.
